Kitano made announcements at 12 and 6, A.M. & P.M. Four times a day. Those announcements were to announce the danger zones and to report who has been killed. You need to quickly move from a danger zone. If you do not, then a signal is sent to the collar. The collar sounds an alarm and then explodes. The same result happens if you try to force the collar off. Another time the collar can be used is if there is more than one person alive at the end of three days. The collars automatically explode at the end of three days.

The collar is water and shock proof. There is a sensor that monitors your pulse. They can tell where you are and what you're doing. The students were put to sleep on the bus with sleeping gas or personally knocked out in Shuya's case. Each student had a collar on them when they woke up in the classroom.
